Because many federal agencies are located in Washington, D.C., it can be easy to assume that federal documents follow the Washington, D.C. apostille process. They do not.
The correct process depends on who issued or notarized the document, not simply where the agency, signer, or document holder is located.

Documents issued by the District of Columbia or properly notarized by a Washington, D.C. notary generally follow the District of Columbia apostille or authentication process.
Federal Documents
Documents issued by U.S. federal agencies follow the federal authentication process through the appropriate federal authority.
